My HP 17 is the same age as your Elitedesk G5, it also has a 3rd gen Ryzen CPU and it runs very well with the Liquorix 6.6.12-1 kernel. I found early on that not all Liquorix kernels are created equal and that a point release up or down from the current kernel in use can have a huge negative effect on performance. For this reason I don't use the "Liquorix 64 bit (AHS updates package)" and instead update the kernels manually based on other users' reports of stability. Since you seem to be trapped by an update loop where the 6.10 works while the 6.11 does not and if you install the 6.10 it will be automatically upgraded to 6.11, I think that you should uninstall the updates package in MXPI, install the 6.6.12-1 and use Boot Options to make it the default boot choice temporarily so that you have a known good back up kernel while you experiment with newer kernels.
