have you checked /var/log/ufw.log to see if there are entries indicating the blocks are actually coming from it? i can see it in Quick System Info if i uncheck that top box to the left of Quick System Info and then click on ufw.log in the left pane. after that i need to enter my password before the log messages show.
another option might be to check what is going on with the command. i don't recall if i installed it manually in mx 21. if you need to install it, the name of the package is the same as the command. after it is installed, you could try to see if it can help you see where the block is.
