Have you tried another dongle?
I got lucky once and separated the plastic end from the metal part. When unplugging it. Used metal needle nose pliers to pull out the metal insert. Super glue fixed it and it still would connect. Also. My skull candy Bluetooth external laptop speaker won't be seen till I turn it on a certain way. Blue lights have to flash fast. Means you hold the on button for a few seconds. My shop boom box has to be set to bluetooth setting when being seen by the shop computer.
This chromebook has internal bluetooth built in so can;t do much with it but it works in my install.
