I've not found an MX .run file. So far as I can tell, there is only one .run file on the HP site. It allows selection from a list of supported distros. However, I'm far from sure that the .run file would work on Debian or MX. Not only are the deps hard coded into the .run, they all seem to be version specific and also all seem to use -"devl" which won't work with any Debian-based distro. Those package names are not from the Debian/MX/Ubuntu ecosystem; it uses "something-dev", not "-devel".
The equivalents can be installed in MX, but did you get the MX .run file? HPLIP may not have updated it for MX 23. Perhaps there is a way to force it to recognize MX 23 as Debian 12.
The .run file allows the selection of MX as an option, but only lists support for up to MX 21, nothing more recent. And it also appears that the versions numbers of the dep files are preset - even where the required file is already installed, it is listed as a missing dep.
Looks as though the only option is to download the source tarball and build a Debian 12 package using it. I guess I'm going to have to try that. A bit unfortunate, since I have no working knowledge of building Debian packages, but I don't see any alternative.
